Create colored .ico or .cur file (Delphi Image Editor allows to create colored .ico files), save it and then load like this:

screen.Cursors[1] := LoadImage(0, pchar('c:\icon1.ico'), image_cursor, 0, 0, lr_loadfromfile);
form1.Cursor := 1;

If you don't want to use external cursor/icon files, you could try to make a colored icon in imageeditor, save it in resource file and then load this icon as a cursor. Haven't tried this, but it could work :)
