How can a file in windows filesystem be 0 bytes?

Dear experts,
How is it possible to make file of 0 bytes (for example empty text file)? Where is the name of the file and date etc. stored? If I make a folder of a billion 0 byte files I suppose that I have to have less space on my harddrive anyway?

on a NTFS Volume when any file or directory is created on the NTFS volume, a record is created for it within the Master File Table.
It stores all the attributes of the file.  
so, As more files and directories are added to the file system, it becomes necessary for NTFS to add more records to the MFT.
if the space of master file table is full, the operative system would allocate the rest of the MFT on the disk (usually on a reserved space for the MFT) but if these space is already used by any other files, it might allocate the MFT elsewhere on the disk.
