Its possible that the user in question does not have rights assigned to that volume, it is also possible that the DATA volume is not mounted in the system.
It's also possible, if the server they're attached to is not the server that has the DATA volume that the mapping will fail because the volume object isn't being referenced in the login script, just the volume name.
Do you have more than one server?
Do you have more than one server?

Only one server. I think I have found the issue. In Netware are the licenses assigned to specific users or any user as long as you stay under the max amount?

If you have NetWare 6.x Small Business edition, your user licenses are freed up much more quickly than with standard NetWare 6.x, making it cliser to the old, server-based licensing where it was more of a concurrent-use assignment.

Awsome help. Thanks!
You're welcome.
If so, it's possible that you might have had some admin actually assign the user licenses to a server. They should not be. Only server licenses should be associated to a server.
