Need help with a JDeveloper error message

Environment: Java JDK, Oracle Client 9i, JDeveloper 10g (latest)

Experts - Our shop is starting to work with Oracle JDeveloper.  I have installed the latest version (10g) onto my PC.  I downloaded a sample program for Java/J2EE and UIX from the OTN website.  I imported the project into JDeveloper.  

Everything works great until I double-click on a .UIX file and try and edit it (i.e. work with it).  As soon as I do this I get the following error (below).  From then on any GUI control that I click on in the UIX displays this same error (over and over).  This same thing happens with all of the .UIX files in the project.

I had a co-worker (with the exact same setup as mine - in theory anyway) install the same sample application and it works fine for her so it's not the sample app code.  Has anyone run into this problem, or can anyone shed some light on this error message?

Additonal information: I just discovered that this error also displays when I double-click (i.e. try to edit) struts-config.xml file as well.  Again, I am thinking that this is a jar or path type problem - i.e. JDeveloper can't find something it needs to resolve this.  But I cannot seem to find anything on the JUDTBC4DataControl via Google, or other sources.

Any help would be most appreciated.

maybe a classpath problem
c:\>set classpath=.
and then try again
