The best place is to purchase a book or books for the programming languages you want to learn because if you get the right books it will take you from begining to end along with explaining all principles and will have examples on a lot of things.

Other then that the sites above are good except there is one other one I can think of :

www.planet-source-code.com aka www.pscode.com :)

I hope this helps you :)

At the end of the day it depends on certain factors, like what are you trying to achieve out of programming, just to make a few programs for yourself ? Learn programming as much as possible so you can make something of it ie make a career out of it ?

From there you can determine what is most useful to you, if it is something you want to do as a hobby or something just to make a few applications then using the websites posted to research what you need should be sufficient, if you want to make a career out of it or want to get very in depth with programming ie Learn the ins and outs so to speak then getting a book or going to university would be a good way to go about it. Also microsoft have an MCSE in programming so that would be another option.

Also if you are looking at it in terms of making a career out of it then a combination of the URL's, studying at university or doing the MCSE and doing hands on programming, ie trying out new things or seeing how and what code does from examples you download from pscode.com or where ever will help you because if you get stuck you can always post a question on EE or on some forum and ask if someone can explain how such and such piece of code works or w/e.

Better to get your hands dirty so to speak in terms of doing hands on coding and learning from your mistakes and possibly others.
