Do it properly.

Install the new server seperately, as a second Domain Controller.  Then transfer the FSMO roles and make the new server a Global Catalog Server (GC).  Then run DCPROMO on the old server and demote it.  Then you can remove it from the domain.

System State Restores RARELY work when you change the hardware that dramatically.

SAM and AD database? SAM database if this server is not running domain controller and local user accounts are stored in this database and AD if this server is running as a domain controller and its accounts are created and maintained in NTDS.DIT file.

So are you running domain controller and then you are moving a domain controller to another server? Is that your requirement? or you want to move a standalone server to another server?

Let me know.

Thanks
