Modem not responding on ME system after cleanup, it hangs and indicates the system is busy.

Cannot get aztec/coaxent modem to communicate.  My ME system was bogged down with spyware and viruses.  I have cleaned up all these issues but still cannot get the modem to dial.  I have even installed another aztec modem and reloaded the drivers but when I go into dialup networking, and select my connection it just sits and spins.  When I try to break out I get a system busy and I never hear a dial tone.  I have also unistalled and reinstalled dialup networking.  I tried the modem in another system and it works fine - I also put another aztech modem in identical to the one I removed and it hangs the same way.  I was wondering if it could be a com port issue.  How do you test a com port?  Any other known issues?  Any help would be appreciated.

first, start with the basics :
-check if there are no errors showing in device manager
-does the modem show in device manager ok? if ok,
-test the modem in the modem section; select diagnose.
if stiil no joy, try repairing your system software, by running sfc from the run box, or a repair install
BTW, are you sure you're clean now? if you have doubts, i recommend running these in safe mode :
