turning off a feature(help)

everytime i go to install something in win2003 server, it prompts and asks if i want to install it. Looks like some type of file monitoring utility? How do I turn this off. This is an installation with sp1 candidate release. nothing else installed.

What is the message you get and what is the name of file monitoring utility and when you get this message?

its built into windows. Basically keeps asking "are you sure you want to install this

I think it was a result of the server 2003 sp1 candidate release service back. I did a fresh install and it no longer does this.
Anyone know what I'm referring to?
