Windows Cannot Open the Local Policy Database

Hello,

On my DC which is also my mail server (windows 2000, exchange 2000) and I go to local security settings the Account Policies and Local policies folders give me this error

"Windows cannot open the local policy database
an unknown error has occured when attempting to open the database"

Now the problem is that all my windows 2000 clients, when they try to access Outlook it prompts them for credentials (logon pw and domain) and none of them work.

I cannot access these files b/c it says they are in use.

%SystemRoot%\Security\Edb.*
%SystemRoot%\Security\Res*.*


Do I need to reboot in safe mode or directory restore mode?

Go into Safe Mode and then try

I tried in directory restore mode.. should i try safe mode instead?
