"Access is Denied" when trying to promote a 2003 Server to become a domain controller

I need to create a second DC in my domain and am unable to complete the task
Each time I try to install the role I get the following message:
"The operation failed because: The Active Directory Installation Wizard was unable to covert the computer account Lamb to a domain controller "access is denied"
I am using the administrator account to make the change and I have tried several other accounts all with the same result
Everything else seems to be fine in terms of connectivity etc.
The administrator account is a member of almost every group (trying to make it work!!!!!) including domain admins and enterprise admins
This is a small network of 4 servers (one DC and currently 3 member servers - 1 is windows 2000)
Please help - this is urgent as I leave the company this week!!

When you run Dcpromo.exe to create a replica domain controller, you receive the "Failed to modify the necessary properties for the machine account. Access is denied." error message

I have left the company without fixing the problem!
I do not know if Petes solution works so I will allocate him the points
