DR plan for server - this sound right? program re-installation

I am planning a DR process on a domain with 2 dcs and am writing out the steps.

1. Install w2k server

2. install backup exec

3. restore system state and c and e drives (also restore sysvol to alternate location)

4. do authoritative restore for AD

5. publish sysvol share (change reg key)

6. copy sysvol from alternate location to sysvol share.

7. repeat for second dc, leaving out steps 4,5 and 6

These are the basic steps.  Do I appear to be missing anything?
Also I have to reinstall a number of programs on the server. Should I do this before I restore from backup tape or after?

If you are doing a BMR (Bare Metal Restore) where the server has to be rebuilt then all you have to do is put a base OS on the drives, make sure the drives are configured identical to what they were prior.  Install the latest Sevice Pack, next install the backup agents then restore from tape.  You may have to restore the registry twice for everything to work properly.  Your backup software sould have some documentation on doing a BMR with their software as every MFG is different but only by a little bit.
