Change Default E-mail Account

I am using MS Exchange to share calendars, but not for mail. Mail is checked from a pop account using MS Outlook 2003. My problem is this...
Since mail is sent using the pop account, I would like it to be set as the default mail account. However, everytime anyone logs off and back on again, the Exchange account is set as the default account automatically. Since the Exchange server is not set up to send mail, mail appears to be sent from Outlook, but never really sends. In addition, whenever the pop account is set as the default, all replies and fowards are still using the Exchange account by default.
Is there a way to change the default account for all mail permanently to the pop account? Thanks.
