Outlook Express--error prompt says can't send email, but it gets sent

Every time I sned an email, I get an error prompt with no actual error message listed. Email are actually being sent, but not leaving the Outbox. I must manually delete every email I send from the outbox. Need help now!

I have asked this question before and Traval suggested creating a new identity, which solved the problem in short tern--now it has come back.

Hi wjife,
the fact that it has returned after being fixed indicates that it might be due to something unrelated to outlook express, like virus or spyware/malware, that has been building up to this. do you regularly scan for viruses and spyware?

Yes--regularly.  But it worked for a while, so I am at a loss.  Any ideas?

Tried it all--no success.  Any other ideas?  Also, do I need to restore the process I terminated:
WinNT/2K/XP: Terminate the process MCVSESCN.exe
info about that process is here

Can you confirm if the emails are getting stuck in the outbox only when the email virus module is turned ON ?

Does it happen even if you send email from any account in your outlook express or only specific accounts ( assuming you have many email accounts setup in your OE )

Happens with and without virus software on, and happens in all accounts.
Are you using the option "outgoing server requires authentication" for all these accounts to send email. If you are not , try using it to see if you still get the error message in your send and receive dialog box ?

Was not using it, but checked it and still same problem.
I see you have created a new identity suggested by Traval.. Can you now delete the email account you have , create it again and see what happens..

By any chance if u have Microsoft outlook installed on your machine , can you setup your email account in that and see what happens..

Problem still exists after all the comments and suggestions. Will re-installing Outlook Express work?  Must I also reinstall Internet Explorer?  If so, do I have to uninstall the existing versions first, or will the reinstallation override the current versions running? Thanks.
