I'm using the same script for samba passwords . For squid password you need to enable it with ./configure command and then compile it.

--enable-squidpasswd=squidpasswd   Absolute path to Squid PASSWORD FILE
                                   Default: /etc/squid/passwd

basicaly everithyng is in README file just have a look.

./configure --enable-cgidir=/var/www/cgi-bin --enable-language=Portuguese
--enable-squidpasswd=/etc/squid/passwd --enable-logo=opentech.jpg

Absolutes path can be different in your system somake sure thet is correct.

unfortunately there is no option to disable system password update. But if you need to change just squid password here is one alternative:
chpasswd        Allow your Squid or Web users to change their passwords using the browser.

this is all I can help you I think.
