ipv6 on winxp sp2 - Failed to complete the action

I am trying to installed ipv6 on winxp sp2, but i get the following error:
C:\Documents and Settings\Paul Redpath>ipv6 install
Failed to complete the action.
Error 0x800704b8
Even when i try and install using the networking cp i get an error.

What can I do?

    What type of NIC and any other software loaded? VMWare, Virtual PC, VPN Client (these all have the possibility of installing dummy NIC cards)

    See if you can add it with netsh
    command prompt> netsh
