Moving outlook 2003 data to Outlook 2000

I have a situation that requires me to move data back.  I have to move outlook information from the 2003 version to the 2000 version.  I export all the folders to a PST file from 2003.  Then on another machine, when I attempt to import that PST file.  I get the following:

The first dialog box:  'Properties for this information service must be defined prior to use'.  I click 'ok' (no other option)

The second dialog pops up:  'The file yadayada.pst is not compatible with this version of the Personal Folders information service.  Contact your administrator'  I click 'ok' (no other option)

My question is, how do I get the 2003 data into the 2000 version.

I have done the above and still get the same results.  I double checked the setting for all the PST files that I am trying to import and the all the properties for Outlook 97-02.

Net-net, I still have the same problem.
