Managable Bandwidth Throttling with Traffic Shaping switch

I plan to handle a small ISP of about 50 users and was looking for a low budget switch that could do the following:

Bandwidth prioritizing/throttling
Statistics or reporting of some kind
Traffic shapping (specifically for p2p filtering)
Unlimited users or licensing of 100+ with potential for growth

Anyone know any decent low budget switches? Or maybe software thats comparable?

A Linux box configured correctly would yield all of your points.  The learning curve would be steep if you do not already have some form of grounding here.  The "Linux Advanced Routing and Traffic Control" web site (http://lartc.org/) would probably be your best starting point and the HowTo there would be an excellent reference should you go down that route.

You could expand your design to be a pair of Linux boxes using High Availability (http://www.linux-ha.org/) & DRBD (software disc mirroring across boxes: http://www.drbd.org/).  The High Availability will aid ensuring that your router remains up and the DRBD will ensure that you can get to your statistics any time (this would need some scripting though to move/copy the basic log files to the mirrored partition).

There are various Linux firewall distributions around the 'net, but I have no experience of them, so cannot comment on their capabilities for your scenario.  Working from a basic distribution, you would have a lot of work to put in - definitely not plug-in-and-go.

I will check them out, Im a big fan of linux. However Im not savy enough to get this deep just yet. I need to feel comfortable at work when dealing with this equipment under high stress. Last thing I want is to improperly configure the boxes or at a loss when troublshooting issues...

This is something Id do on my own as an experiment.
