URL rewriting is typically used to make complex dynamic URLs more search engine friendly.  For example, it might change www.domain.com/page.php?category=something&product=something_else to www.domain.com/category/product.html.  Experts-Exchange is a good example of this at work.  Without URL rewriting, the URL for this page would probably be something like this - www.experts-exchange.com/question.jsp?section=web_dev&category=online_mktg&qid=21379648.

If using Apache, URL rewriting is generally done using the mod_rewrite module.  This involves making entries in your httpd.conf file (for server-wide effect) or .htaccess file (for site or directory specific effect).  You can see more info here - http://httpd.apache.org/docs-2.0/mod/mod_rewrite.html.

Microsoft/IIS doesn't have anything comparable built in, but you can use a third-party ISAPI filter, ie. www.isapirewrite.com, to do the same thing.
