Shutdown PC remotely as another user.

Hi Experts , I have a question about remote shutdown in a Windows based Network.I need to shutdown a remote PC (XP Pro ) from XP Pro PC.
ok let's say, the source one is PC1 and the target is PC2(to be shutdown).
On PC1 I'm  connected as a regular user.I know the Administrator's username nad password for PC2.
If I create the same administrator user on PC1 with the same password and log on , using command prompt, when I issue
shutdown -r -m \\PC2 -t 30

it works , but when I 'm logged as a regular user on the local computer- Access is denied.
Is there a way to run this when I'm connected as regular user on PC1.
I do  not want to use Run as command to run the command prompt as Administrator and issue the command.
I want to automate this.
So , my question is , is there a way to automate shutdown process on a remote pc, when I'm connected on the local one as a regular user for that local PC and know the Administrator username and password for the remote PC.

I just want to investigate further :

shutdown \\Computername\share password /user\Administrator

if someone else experience that probelm and searches EE.
