Having problems with the GPO, why can't i change everything back to the default?

I changed some of the profiles in the GPO (Server 2003). I disabled alot of the display options to keep users from changing them all the time. I usually log on as administrator and it keeps me from doing the same which is to be expected. Back on the server when i go to the GPO i set all the items back to default (not configured) and it still locks me out of changing wall paper and suck, how can i correct this problem so that my users can change their display properties. Should i disable all the items i had originally enables. Also for some odd reason when i goto change all my users wall papers, nothing happens. It only changed the wall paper on the server and no one else. I've had several people tell me how to change it in GPO and that still doesn't work.
