Programs Hotels/truckstops use for WiFi access

Does anyone know what type of a program/protocol hotels/truckstops Starbucks use to allow, bill and track WiFi access.  I know I go into a hotel room plug in my laptop and open a browser and it automatically takes me to a "enter your credit card and pay to get an access code" page.

They are all differet. Starbucks, Borders Books, along with some Hyatt hotels use T-Mobile (cell company) for wifi access and billing.

I'm sure some use in-house developed software or a 3rd party vendor.
