Convert PST email to a searchable database

We need to have our email saved on CD in some sort of format that will allow searching using a variety of terms, such as by name, date, keyword.

Unfortunately, it can't be a PST file.  It has to be burned on a CD with some sort of reading and searching software included on the CD.

There is one other option. The files are also saved in a MS SQL database, if there is an easier way to use that.

You can export your PST files into Excel.... Would that work for you?

When I try that, the text of the message body has lots of Invisible characters that show up as squares or other odd ascii graphics characters - many messages are formatted in Word, or HTML, so I'd like to avoid that if possible.

Is there a file size limit in Excel 2003?  Or does the unicode compatibility enable files that are larger than 2G?

The export gives me the thought of going into Filemaker Pro or Access. I could take advantage of better searching.
You don't have an option to export from a .pst file to Filemaker Pro unless you use a third party format such as dbase or excel, but you can export directly to Microsoft Access from Outlook.  I can't tell you what the result will be, but I would expect it to be more workable than either .xls or .dbf would be.
