I'm looking for a web application, that has a login/password as first login option where I can give permissions NIS or otherwise for access (but it can be disabled if you want) and a graphical interface for file/user/application management.  I have PHP/MySQL installed so the application can use that if it needs, it doesn't need to be just HTML.

Raw apache gives you a choice to see directories and you can click on files, but its not nice to look at.  For instance, I'd like to have my "pics" directory be displayed with some kind of thumbnails and some nice layout, and I have a buch of documents that I would like to make available to my readers, but now they have to lick on the filename in a directory.  I'm just wondering if there are any such application and if someone can give me a few names.

What I want is to manage/browse/control my files from the web asif I was connected to my linux directly.  I'm using CenOS 3.4

There are a few PHP File Managers out there, some free, some not.

Talking of thumnbailing, it looks like Afian would do the job (it's not free though):

phpXplorer has a nice interface. No thumbnails, but images open in a new frame, so it's pretty easy to see what they look like with a click of your mouse:

Invision File Manager is also popular and free:

You can browse a few of these yourself at HotScripts:
