Have you enough PROCESSES number in the SPFILE?
have you read carefully all Oracle log files, especially in the NETWORK directory?

Connect to the server and once the listener has stopped, run the following commands from your command prompt and post the results:
lsnrctl status
lsnrctl service
0

Below is one of the scenario when listener hangs.

In simple words, Listener recieves data in multiple packets if the request is more than 320 bytes. In such case first a packet of 50 bytes is sent with the message details and than the remaining bytes are sent. In this case after recieving the first packet the listener keeps on waiting for the next packet and due to some network issue if the next packet is not reachable than the listener hangs.

<< nsevwait >>

Do this:

Go to the command prompt:

C:\> set ORACLE_SID=<your_sid>

i.e.

C:\> set ORACLE_SID=ORCL

C:\> oradim -SHUTDOWN -SID ORCL -SHUTTYPE srvc, inst

Delete and recreate the instance using ORADIM utility

C:\> ORADIM -delete -sid <sid>
i.e.
C:\> oradim -delete -sid ORCL

Then,

C:\> ORADIM  -NEW  -SID  <SID>  -INTPWD  <password>  -STARTMODE <mode>  -PFILE  <pfile>

i.e.
C:\> oradim -NEW -SID ORCL -STARTMODE auto  -PFILE "C:\oracle\admin\ORCL\pfile\init.ora"

Recreating instance at the command prompt does not invalidate the database's objects.

C:\> oradim -STARTUP -SID ORCL -STARTTYPE inst -PFILE C:\oracle\admin\prod\pfile\init.ora

can u explain me why will i should do it ?

I have resolved a few listener's issues recreating the service. I'm just suggesting you to try it. If you can find a solution to
<< nsevwait: waiting for transport event (0 thru 0)...>> then implement it.

Good luck!

Try to put the SID ( SID =  xx)  in the listener.log instead of  ( SERVICE_NAME = xx)

I resolved strange things this way.

are you sure ? make change in log file will not affect anything

Mehul ShahIT consultantCommented:
Yes that will not affect anything. Many times the user connection fails when SERVICE_NAME is used and the same user is able to connect when SID is used instead.
