How can I make all the pages to have exactly the same dimension?

In some nice websitew I can see that all pages have the same dimensions (width and lenght). How can I do it.
When I make an editable region (for putting my content) it is expanded always in lenght.
Can I do it without CSS ?

width and height are almost always dependant on screen resolution.
is you are not using CSS. then fixed tables will work.

I have made a table with 5 cells
menuleft        main cell         rightmenu

In my main cell I have put an editable region
where I will put all my main content.
That editable region I have to have exactly precide dimensions. for example
height 290pixels
width  1600 pixels
My problem now is that the editable region is expanded  accordingly to the content I put.
And sometimes the lenght of my page is very sort and other times is very long.
I want to have exactly the same dimensions for all pages
How can I do it
<table width="1600px" height="290px"><tr><td>
<!-- Editable Region-->

Althought I think CSS would be a better choice for most browsers.

No it doesn't work
This isn't print. There isn't a fixed page size. If you have more content, you have a longer page. That's how it works. That's how it's supposed to work.
