Hello
SourceForge is a big storage of opensource projects.
This is a free service. You can join to one of more then 2000 C# projects.

SF supports release publishing, CVS, discussion board, Web hosting (Php and MySQL), Bug/Feature request tracking and many more features.

I suggest the TurtoiseCVS client. There are plenty of java (and C#) open source projects. Sourceforge is the one I know the best. For java there is also apache. For a java Q you have probably more luck in the java area: http://www.experts-exchange.com/Programming/Programming_Languages/Java/
