Reading and displaying real-time video from a webcam

I'd like to be able to read from a webcam and display direct video from them. Do you have any coding examples or ideas to start with. Also, i will still need some control over the screen, so i can add things, like lines and stuff(most likely using GDI-functions).

ARToolkit: http://www.hitl.washington.edu/artoolkit/ (AR = A_ugmented R_eality). and it is open source! note that it uses OpenGL.
there are some nice OpenGL tutorials out there on the web. google for them.
