If it's an external modem that uses a COM port, Windows 2000 doesn't need a driver.  Your communications software that came with it just needs to configure it.

When I go to Control Pannel to add a modem it is asking for drivers.

I just added a 3COM ImpactIQ modem to my machine and it didn't ask for a driver - I am running Win2K sp4.

I just plugged it into my W2K Adv Svr machine and you are correct it just found it.  The machine I was using yesterday was a XP pro box and it did not find it.
