Internet Zone Default "High"

When I go to I.E. 6.0 running on my Windows 2003 Ent. server and try to change the internet security zone from "High" to "Low" I get the following error message.

"The recommended security level for this zone is "High". The level that you have chosen is lower than this. Please choose a security level of "High" or Higher.

How do I get around this?  I don't want to have to add sites to the allowed list everytime I have to surf the web.

My preferred solution would be www.mozilla.org/products/firefox.

There's an easier way to do this. Just go into the Add/Remove Windows components in your control panel and remove Internet Explorer Enhanced Security Configuration
