One way:

Install VMWare for windows then install Linux in a VMWare Virtual Machine.

There are or at least were a few linux distros that could install on FAT32, but that's not going to be an emulated environment (nor secure byany means)

If you don't actually need an emulated environment and are just looking to try linux without partitioning or reformatting your hd...you could try WinLinux 2003 (www.winlinux.net)

As an alternate to VMWare, MS now has 'Virtual Server' as well...same kinda thing.

You could also try a bootable linux CD. This CDs let you try a
fully functional linux machine WITHOUT installing it to
your hard drive. Everything runs from the CD. However,
do not expect a great performance since all files/apps are
decompressed as you request them.

I recommend knoppix its official page:

and download link:
http://linuxiso.org/download.php/592/KNOPPIX_V3.7-2004-12-08-EN.iso

You should use nero or a similar program to burn this file (.ISO).
Here is a good tutorial in how to do this.

Good Luck,
