Exchange 2003 Public Folder Anonymous Role Missing

I mail enabled a PF but couldn't send internet email to the folder (local works). I noticed the Anonymous role is missing from the permissions window, so I can't assign the "Contributor" permission to Anonymous. How do I get Anonymous back?

Can you use the Public Folder Administration Utility from Microsoft?

I use it often to re-do public folder perms.
