Error while working with control panel file netsetup.cpl

I have Windows XP Home Edition with SP2 and all updates as of 4/15/05.
When I click on Start then point to Control Panel, this error message appears: "An error occurred while Windows was working with the Control Panel file C:\WINDOWS\system32\netsetup.cpl." After I click OK, sometimes I get several more such messages, then things work. Other times, everything works ok after the first error message.

How do I fix this?

    That means your network adapters have failed and gone missing after the installation of SP2, it has happened to a few others.  You may have to do a windows repair, one thing i can think of that might help

    start->run-> sfc /scannow

    put your windows cd in..

    or you could try reinstalling SP2

    if you want to do a repair on windows, create a windows sp2 slipstream disc.

    By unchecking the IPmon32 in the Startup, it eliminates the netsetup.cpl error message.

    This can be done by going to Start| Run
    type in MSCONFIG

    Click the Startup tab

    uncheck IPMON32

    click Apply

    Restart your computer

    thats a workaround and temporary fix by not loading it isn't it?
