Tried to expand hal.dll from system CD to recover system and get "unable to create file hal.dll"

Title says it all...

I am typing

expand i:\i386\hal.dl_ c:\windows\system32\hal.dll

I tried copying the file off the CD to the system32 directory and that worked.  I then tried expanding that copy to the system32 directory and I got a "the file could bot be expanded" error.

Any ideas?

Thanks

try

c:\>md temp_hal
c:\>cd temp_hal
c:\temp_hal\> expand i:\i386\hal.dl_ c:\temp\hal.dll
c:\temp_hal\> cd \windows\system
c:\windows\system\> copy hal.dll hal.bak
c:\windows\system\> delete hal.dll
c:\windows\system\> copy c:\temp_hal\hal.dll

if you can't delete hal.dll, the file is probably in use. try to reboot into recovery mode and do it again.

I figured out that I wasn't punching in the windows directory first so \windows\temp_hal\

That got me past the access denied but I'm back to "unable to create file hal.dll"
