Tomcat install/setup problem

Hey.. I've just installed Tomcat 5.5.9 on Windows...
Its all running fine but I hate the Early Learning Center "Safety Scissors" approach to configuring it.

What I wan to do it change the default document dir to C:\webroot\ and map that to /

I downloaded the admin package to see if would give me any more power than the default manager... nu uh...
So yeah I'm having real issues getting togrips with the configuration method od tomcat... a bit of help letting me show Tomcat who's in charge would be nice =)

To change the default document root change these in server.xml

 <Host name="localhost" debug="0" appBase="webapps"
       unpackWARs="true" autoDeploy="true">

to change the ROOT directory

<Context path="" docBase="ROOT" debug="0"/>

Almost all the configuration in tomcat is done either here or in the webapp web.xml
