Microsoft Bluetooth API for VB .Net?

Does anybody know whether the MS Bluetooth API is usable from Smart Device Applications built using Visual Basic .Net 2003 and deployed to CE.Net computers? I need to be able to assign a comm port to a Bluetooth address from within an application and it seems that the API has a function able to do this.

If there is a version of the API suitable for VB .Net then where can I download this from?
