Password Policy on what?  Windows?  Linux?  How and with what did you create this password policy?

Please provide more information about this.

have you refreshed the policy?

(i take it you did it in Group policy editor?)  and not local security policy

gpupdate

Have you used the "default domain security settings" in the administrative tools to set this policy? If that doen't help, you might have a GPO set (mmc, group policy editor snap-in...). You'll have to check the settings for the OU in question.
