Migrating TS CALs from Windows 2000 to 2003

I have 15 TS CAL's running on a Win2k server that has been taken off line.  (though, can be brought on line if needed)Question is how to migrate those licenses to a new Windows 2003 server?  New server is also the DC.

    This how I did it:

    I had an old server running win2k and terminal services with TS cals installed. I brought the server offline, on the new server I installed win2k , terminal server licensing and the TS cals, I had them authorised by microsoft, then I upgraded the server to win2k3. The new server is up and running, and licensing works.

    Thanks for the assistance.  I had to get MS on the phone to get the licenses to migrate properly after getting your input.
