End Program c:\windows\system32\cmd.exe at shutdown

I have two users who get a microsoft error window when they shutdown of End Program - C:\Windows\System32\cmd.exe    Windows cannot end this program.  It may need more time to complete an operation

are there any scripts that are running like logoff scripts or or policies that have logoff or shutdown type scripts running?

Does the user have any batch files setup to copy files or backup files etc... upon logoff or shutdown?

no batch files being executed.  I did some comparison testing between a user that works fine and one of these bad ones - when I look in task manager upon bootup, xcopy and cmd.exe are both running processes on the problem system.  On the system that does not have the problem, those processes are not running!

This isn't fixed by any means and shouldn't have been awarded a solution tag when there is no solution present.

I to am having the same problems with xcopy and cmd windows showing up on certain computers but it isn't based on machine its based on user account. I'm researching it and I've found that it seems to be the xcopy that is the issue. Anyone who has any exposure to this I'd love to hear from you and what you did to get this fixed. If I find a solutions I'll post it here.
