Most experts will probably chime in with a hundred different options and reasons whay they rock.

You are best to go to a web host comparison site to help you decide:

I general, I would recommend you do not pinch pennies when it comes to hosting. Choose a host with great support, preferably with added IRC or emergency phone support and a decent control panel like Plesk or HSP. This would make it a hell of a lot easier on you when starting out.

it's going to be hard to decide based on features offered and price alone. i think the most important aspect is how good/responsive/capable their support team is, and you can't generally find that out until you've already signed up. if i ever need to switch providers again, i plan on adding a new test, and that's the phone call test. if i can easily get through to a person and ask a few basic questions and the person answers competently, i'll consider them. but if you go straight to phone jail, you're probably not going to get to talk to them after you sign up either. of course, for decent support, you're going to pay more than $9.95 a month :)

i've been forced to switch hosts several times due to degradation of service (usually resulting from being bought out). i've been with my current provider longer than any prior. they respond to email inquiries within hours. i can call them. they offer all the basic features. they do skimp a bit on disk space (just upped storage to 250M for the basic $30 account), but that just forces me not to keep garbage in my home dir :)

so although it's just a single opinion, i highly recommend hurricane electric. though i'm a linux user and can only recommend it as a linux provider. i'm sure they offer services to "special needs" customers (looking to work with a windows env) -- extra wide hosting spots painted with blue stripes.

Oh. I was too dorky to get that.

Look for ease of access (telnet, ftp, web-based mysql admin, good control panel) and good numbers (bandwidth, disk space, # emails, # mysql databases), and extras (php, cron jobs, anonymous ftp) at a good price, as well as reviews by other customers.

If you're looking for a specific host, I've been extremely pleased with on all these factors.  They regularly improve their plans to stay competitive, and I've never had any problems that would make me want to look elsewhere.
