No Local Users in Compute rManagement Console

I am attempting to setup logon scripts for users on a single DC  running Windows 2003. I know I have to apply this using the Computer Management Console rather than AD Users. However when I load it up on the server, there is no subfolder for Local Users and Groups. I am logged in as administrator. Does this mean I am not a local administartor for the server. If so how do I become one. Is there any other way, I can setup users to run netlogon scripts ?

There are NO Local users on a domain comtrollers?

When you promote a server to a domain controller it stops having a local user database and uses AD instead (thats why during promotion it asks for a local directory retore administrators password - if AD fails its the only way to log on to the server
