This question is out of my complete ignorance in advanced java technology.
I haven't worked with any advanced servers and looking to find out what is available out there.
Do any servers, frameworks, IDE  pre-populate data access layer once database is created and maybe some getters and setters for a class, given the variable names.
And where can I find such info on net or magazines?

You need to look at somehting like Hibernate rather than an Application Server, but a top end IDE like Websphere Application Developer for Websphere Application Server has many wiozards that allow you to define DataSources and the like that speed development greatly.
