How do I create a new public folder in exchange 5.5?

This may be a dumb question but how do I create a new public folder in exchange 5.5?

Use Outlook.

Public Folders, Right click on the folder where you want to create the new folder and choose New, Folder. Choose the type of folder that you want to create (mail, tasks, calendar or contact) and then press ok.

It says I don't have permission, see folder contact or administrator even though I'm logged in as full exchange admin.  I also get exchange error c1030743 when I try to look at properties any of the existing public folders in exchange admin console.  Had to raise points since this one's tougher than thought.

Are you sure that error code is right? That isn't one I recognise and I found nothing in Google.

Where are the permissions to the "All Public Folders" section of Outlook?  My exchange admin has Svc Acct Admin priviledges for every section of the Organization for all the containers.  

How come in Exchange Administrator I can't look at properties for the "Public Folders" container for the organization nor the "Public Folder Resources" under the servername?

Unfortunately I don't have access to an Exchange 5.5 server at the moment, so cannot help much more.
