Access to users mailbox

Whats the easiest way to gain access to another users email using Outlook 2000 and Exchange 5.5.  I'm trying to avoid paying for some expensive email archiving program.  I know I can go into tools-->email accounts-->more settings-->advanced and add another users exchange mailbox.  How do I setup the permissions to let me view it.  I've tried giving my account user and admin permission on specific mailbox but it still wont let me access it.  Are there better ways to do this?

    The easiest way: Login with the other account on the network, start Outlook, right-click on 'Inbox' and choose properties and add you account in the permissions tab.

    Thats ok, but I need to do this without the user knowing.
