Cross Linking Sites - What steps to be careful?

if we make our own network of sites for different categories , what elements should we be careful of

1) No Same Class C Ip

2) Different Resgiterant Info

3) No Site wide linking

what else?

Avoiding duplicate content would be especially important in a cross-linking scenario.  In general, don't overdo it.  Keep your cross-linking simple and natural.  If Google places enough emphasis on identifying link schemes and patterns that it devalues reciprocal links (as some think), it must be fairly easy to overdo and incur a penalty of some kind although I suspect it's more likely that the cross-links would simply be heavily devalued instead.

The ones you mention, Class C IP, Registrant Info and anything that looks like a collusion strategy.  Collusion strategies are certainly on the 'hit' list for all search engine algos and although it is easy for them to detect massive cross linking other more subtle collusion methods are not so easily detected. You can be sure they are working on it though! For example one method of detection might be to measure the ratio of the total Pagerank of a group of pages and the Pagerank they receive externally on the assumption that colluding groups will have an unusually high ratio compared with non-colluding groups. I don't think any search engine actually does this yet but the method is outlined in a forthcoming paper to be presented at IWWW http://www.dcc.uchile.cl/~ccastill/papers/baeza_05_pagerank_increase_collusion.pdf

I don't think cross linkers need to worry at the moment provided they take the precautions above and are as 'natural' as possible.
