Unable to "Enable message tracking" on an Exchange 2003 server. Access is Denied

We are running SBS 2003 with Exchange 2003
Within ESM, under my server, properties I have the following listed in the "Log file directory:

Access is denied. Facility: Win32 ID no: c0070005 Microsoft Exchange Management

History:
I have moved the transaction log files to a different physical disk on the server per MS KB 821915 (Just moved the log files)
System path is E
Log path is F

Everything is running well

Today:
 I attempted to enable "message tracking" to a new file folder (I have tried the various different directories as well as the permission settings for the appropriate log file locations) but I still keep getting the:

Access is denied.
Facility: Win32
ID no: c0070005
Microsoft Exchange Management

I have not restarted the server with some of the various things I have tried on remounted the store and restarted the services.

Above informations are pertaining to Locales and DSAccess, but surely we would get something for Message Tracking in the registry.

Add the LOCAL SERVICE account to the following registry keys with READ
permissions:

HKEY_LOCAL_MACHINE\System\ControlSet01\Control\SecurePipeServers\Winreg

and

HKEY_LOCAL_MACHINE\Software\Microsoft\Exchange\Language

Tried the above yesterday with no luck.
Restarted the server this morning, did the above...and whaaala  It worked!
