Unable to "Enable message tracking" on an Exchange 2003 server. Access is Denied

We are running SBS 2003 with Exchange 2003
Within ESM, under my server, properties I have the following listed in the "Log file directory:
Access is denied. Facility: Win32 ID no: c0070005 Microsoft Exchange Management
I have moved the transaction log files to a different physical disk on the server per MS KB 821915 (Just moved the log files)
System path is E
Log path is F
Everything is running well
I attempted to enable "message tracking" to a new file folder (I have tried the various different directories as well as the permission settings for the appropriate log file locations) but I still keep getting the:
Access is denied.

Microsoft Exchange Management
I have not restarted the server with some of the various things I have tried on remounted the store and restarted the services.
