TCP and IPSEC driver service failures

Got a good one for you folks that een Microsoft tech support couldn't figure out. So here goes
Windows 2000 SBS w/ SP4 and SP3 for Exchange
ADS Domain controller
3 year old server providing for 60 or so clients.
Norton AV Corp 8.6
Veritas 9 Backup Exec.
All Windows Updates.
server IP 192.168.16.2
Pinging server IP from the server results in : Unable o Contact IP Driver, Error code 2
Event D 7000 from Service Control Manager : The [TCP and IPSEC ] driver service failed to start due to the follwoing error, The specified procedure could not be found
No network traffic at all.
IPconfig /all give NO ip information, not a bunch of 0's not any numbers, not even any words other than
Host Name . . . . server name
Primary DNS Suffix . . . . DNS name
Node type .. . . . . . Broad cast
IP Routing . . . . . . . no
WINS Proxy Enabled . . . . .. . No
Removing TCP/IP while in Directory Services restore Mode Following Microsoft knowledge Base article.
Removing Winsock and winsock2 registery entries. Allowing them to be regenerated from reboot.
Contacting Microsoft techsupport, they had me retry the above steps and then refunded my money saying "You should relod your server."
This is surely a tough one, any help would be appreciated. I am currently downloading SP4 and am going to reaply it. I will let you all know how that goes.
