context param in web.xml

I am try to study the code a open source web application
In the web.xml there is a context parameter defined as

and in the servlet the values is being fetched using
 String sInitParameter = servlet.getServletContext().getInitParameter( "FS_traceLevel" );

i want to know where is the value of @TOMCAT_LOG_LEVEL@ declared and what does this @ symbol mean here?

    I think the value is Set by the ant script used to build Tomcat, look into the build.xml u will find that the ant script replaces @TOMCAT_LOG_LEVEL@ with the real value
