Java Mystery Color

I have a Java applet on a web page.

One parameter is as follows:

<param name="bgcolor" value="10860244">

This produces a sky blue color.

The problem is I do not know where this number 10860244 came from.
Is it a hex color? RGB ?
It's format doesnt look familiar to me.
I have looked at all of the colour settings in Adobe Photoshop and nothing is enlightening me.
I have also tried to contact the programmer but could not reaach him.

Any help appreciated.

Probably the decimal representation of the colour

But how do I convert from Hex to Decimal? Is there a TOOL or WEBSITE  or PROGRAM (eg can I do it in Adobe Photoshop)?

If you're on Windows, use calc.exe (Accessories) in scientific view for experimentation
