What is the best help authoring tool for Windows?

I'd like to use the best tool available instead of just using the free Microsoft software.

    Assuming you are talking about creating HTML Help Files;

    For HTML Authoring I always use Macromedia Dreamweaver ( )
    Microsoft Frontpage just isn't up to doing much of anything, in my opinion.

    If you are interested in creating something a little more flashier you may want to try Macromedia Flash (excuse the pun).
