Most of the PC's are standalone W2K with dial-up connections, so I am trying to do it without a firewall.

Sorry to have troubled you with this issue. The Firewall seemed at the time the logical place to post this question. After reading your comment I realized that I was in Error and I wish again to appologize for the trouble I have put you thru and thank you for all the direction you have given me.

;) I dont think so its pretty possible without a kinda firewall stuff...At least you have to use a Proxy or host based freeware firewall software..other options are exist like entering static dns entries in individual nodes..but i dont prefer to do it due to the admin resources issue as well these techniques are well known to the end user...not very ahrd to break off..
Other is may be by scripting and when ever the user connects via dialin you can force the machine to run certain scripts to add in to the lookup table to resolve only those particular sites...
Finally my opinion is not very easy without a firewall..

only if you can install software and proxy settings on the clients which cannot be changed or circumvented by the user

;) Yeah mentioned the same...At least user have to use a proxy or host based firewall software..Proxy can acts as a upperlayer firewall..

How about something as simple as creating a hosts file and installing that on each of the PCs that need access to your 10-15 sites?

Hosts file is located at c:\windows\system32\drivers\etc

hmm, pleople should read my comments with more care :-/

> At least user have to use a proxy
just using a proxy does not solve the problem. You have to enshure that the proxy setting *can not* be changed, otherwise a user simply uses another one.

>  How about something as simple as creating a hosts file ..
useless, 'cause the user then use a proxy, or simply keys in the URL with IP instead of FQDN
